Actually, it depends on your definition of a villain.
A villain is a character who has a negative effect on other characters.
Trixie, Gilda, and even the FlimFlam Bros. definitely fall into that category.

Better word:Antagonist. 

Antagonist is a good word.  I like that word for both categories. C:
